It's a pretty unusual thing to close off a whole section of a road, which is why the City of Guelph is having a public meeting about it.
The street in question, Denver Road, is south of the Speed River and runs parallel between the Hanlon and Edinburgh Road South, and there's more or less nothing there, according to Google Street View anyway, except the back face of the Public Works yard on Municipal Street. Still, the city wants to use the closed street to expand the yard, and people living on nearby streets might have a perspective on more big trucks and other noisy things passing nearby.

Guelph, On, March 27, 2013 – The City of Guelph invites all interested community members to attend a public meeting to review and discuss plans for the proposed closure of Denver Road between Municipal Street and Pacific Place.
Participants will have an opportunity to review information and provide feedback about the proposed road closure during two sessions on Wednesday, April 10 from 2 to 4 p.m. and 6 to 8 p.m. at the Public Works Boardroom, 45 Municipal Street. Comments can also be submitted by completing an online survey.
The community’s input will help inform the planning for the closure of Denver Road and the expansion of the City’s Public Works yard. A report, including a summary of community feedback, will be presented to the Operations, Transit and Emergency Services Committee and Council later this spring.
Closing Denver Road will provide a larger area for the increasing number of Public Works and fleet vehicles needed to properly maintain the city; create a safer route for City vehicles using the Public Works yards located on either side of Denver Road; and eliminate the need for City vehicles to use Water Street.
