City Council Preview - What's on the Agenda for the November 14 Meeting?

With much of the emphasis on the #GuelphBudget these days, this is a rather spartan agenda for the monthly planning meet with two statutory matters and a resolution to discuss, plus a number of committee appointments. 
2016-2018 Council Appointments to Local Boards and Agencies (ABCs) and Committee of the Whole Service Area Chairs - City councillors will be appointed to fill various chair and vice-chair positions on Committee of the Whole for a term ending November 30, 2018.
  • Committee of the Whole Audit Services Chair and Vice-Chair.
  • Committee of the Whole Corporate Services Chair and Vice-Chair.
  • Committee of the Whole Infrastructure, Development and Enterprise Chair and Vice-Chair.
  • Committee of the Whole Public Services Chair and Vice-Chair.
One councillor each will be appointed to the following boards through to November 30, 2018. 
  • The Art Gallery of Guelph Board of Directors
  • The Guelph Public Library Board; the will be appointed to the
  • Board of Trustees of the Elliott Community (mayor or a designate)
Two councillors will be appointed to the following:
  • Downtown Guelph Business Association Board of Management (incl. a Ward 1 councillor)
  • Grand River Conservation Authority
  • Guelph Police Services Board (mayor or a designate, plus one other)
Three councillors will be appointed to the following:
  • Well Interference Committee
  • Wellington-Dufferin-Guelph Public Health Board of Directors (may incl. public members)
19-59 Lowes Road West, Proposed Zoning By-law Amendment - Reid’s Heritage Homes on behalf of Parry Schnick and Catriona Forbes is looking to build a cluster of 60 townhouses on the properties presently known as 19, 29, 35, 41, 51 and 59 Lowes Road West. The developers are looking for a motion to rezone the lots from “Residential Single Detached” (R.1B) to “Specialized Residential Cluster Townhouse” (R.3A-?). Presently, there are six single-detached homes on the properties, which will all be demolished if the development goes ahead. This is the Statutory Public Meeting per the planning application.
Proposed Technical Revisions to Guelph’s Comprehensive Zoning By-law - Staff initiated a review of the Zoning By-law in order to make certain administrative improvements and address minor typographical and mapping errors, and this is the resulting report. The Zoning By-law regulates the use of all land in the City and the erection, location and size of all buildings and structures, and it was enacted by the City of Guelph in 1995. Since then, it's been reviewed five times in 1997, 1998, 2003, 2010, and 2014, the cumulative effect of which was the creation of certain minor wording changes clarifying the intent of certain regulations, corrected technical omissions and mapping errors and typographical errors. There are about 17 amendments in all including a couple of changes to definitions, several alterations to regulations, and a few map updates. Any changes to the zoning by-law have to be brought before council in a Statutory Public Meeting.
Association of Municipalities of Ontario re: Municipal Fiscal Gap - The AMO would like every council in the province to be involved in the What’s Next Ontario? project, a series of resolutions that they're asking city and town councils to adopt as way to promote the urgency of the fiscal gap in infrastructure spanned in the province and point out that the financial mechanisms at the disposal of those councils - property taxes, user fees, and levies - are far from enough to close the whole worth billions of dollars province-wide and growing.
