City council will gather again to discuss planning issues on Monday. The docket will include a new rezoning matter, the return of a couple of past proposals, the request for an environmental assessment and a new discussion about District Energy.

1131 Gordon Street Proposed Zoning By-law Amendment - Astrid J. Clos Planning Consultants on behalf of 1876698 Ontario Inc. is looking to develop a 16-unit townhouse complex on the site, where currently sits a single detached home and is zoned R.1B (Residential Single Detached). The developer is looking to get 1131 Gordon rezoned R.3A-?? (Specialized Cluster Townhouse) for the 0.184 hectares site at the corner of Gordon and Hart's Lane. This is the Statutory Public Meeting to hear the report.
325 Gordon Street Proposed Zoning By-law Amendment - Back in March, the Roman Catholic Episcopal Corporation Diocese of Hamilton brought forth an application to make 325 Gordon a "religious establishment" to be called the Newman Centre Guelph. Newman Centres are "chaplaincy centres" meant to make accessing Catholic services and activities for students easier. Since March, the Diocese has amended the plan to put the emphasis of the Newman Centre on its religious functions, and are looking to reduce the minimum number of parking spaces from 15 to 13.
55 and 75 Cityview Drive North - Proposed Modification to Draft Plan of Subdivision 23T-12501 and Zoning By- law Amendment - Following up on February's planning meeting, city staff is recommending amendments to the plan to develop the land at 55 and 75 Cityview including an increase in single-detached units, a reduction in semi-detatched units, a reduction in the size of the multi-residential block, and a 0.04 hectare reduction of park to accommodate slightly deeper single detached lots along the southern side of MacAuley Street.
Blocks 221-223, Registered Plan 61M18 (Silurian Drive/ Starwood Drive) Proposed Zoning By-law Amendment - Another blast from February's planning meeting, staff is recommending the approval of a plan to rezone three pieces of land along Silurian Drive to develop nine single-detached dwellings, and now two semi-detached.
Proposed Demolition of Residential Building at 305 Niska Road - There's a single-detached dwelling on the property of 305 Niska Rd. and the city wants to demolish it so that they can re-naturalize the property to become part of the Kortright Waterfowl Park, which is owned by the Grand River Conservation Authority. The building once housed support for the research centre, but it's been vacant for over a year.
42 Carden Street – Brownfield Environmental Study Grant - 10 Carden Street is moving to the old Ackers Furniture building, and they're looking to get a Phase II Environmental Site Assessment and Hazardous Materials study done before renovations are completed and they move in later this year. Council is being asked to approve a maximum award of $10,425, which is about half of the total cost of the study. The money will come from the Environmental Study Grants from 2012-2016 through the Brownfield Strategy Reserve.
District Energy Materials from Previous Council Meetings - Council will revisit questions about an ongoing contentious issue when they get a report that will "provide context for decisions made related to District Energy systems beginning with a Memorandum of Intention dated 2010 to the present." Coming from a list questions from Ward 1 Councillor Dan Gibson, this portion of the meeting will explore how District Energy projects were overseen by Guelph Municipal Holdings Inc. (GMHI), and whether the GMHI Board did their due diligence in approving the projects and making sure that they were in keeping with the energy strategy developed. City staff have reviewed over 800 documents, the report says, but will they provide the answers that Gibson is looking for?
